Elizabeth was born in 1862 in Gosport, Hampshire.1  Elizabeth's father was Thomas Steer and her mother was Elizabeth Hannah Samphire.  Her paternal grandparents were James Steer and Ursula Steyning. She had three sisters named Mary, Caroline and Adelaide.  She was the oldest of the four children.
