Celia was born in 1841 in Plymouth, Devon.1  Celia's father was John Vivian (of Salcombe) and her mother was Elizabeth. She had four brothers and two sisters, named John, William, Charles, Edwin, Elizabeth and Mary.  She was the second youngest of the seven children.

Celia and William were married.  They had four sons and two daughters, named William, Arthur, Elizabeth, Richard, Florence and Percival.
