Francis was born on December 22nd, 1820 in Bishopsgate Within and his baptism took place on January 21st, 1821 in St Ethelbuga Bishopsgate Within conducted by William Parker.1   Francis' father was Evan Evans and his mother was Ann. He had a brother named David.  He was the younger of the two children.
