Cecilia was born in 1851 in Stratfield Saye.  Cecilia's father was Daniel WHEELER and her mother was Charlotte ALLEN.  Her paternal grandparents were Daniel ILSLEY and Frances WHEELER; her maternal grandparents were Thomas ALLEN and Jane. She had four brothers and two sisters, named George, James, Daniel, William, Elizabeth and Ann.  She was the sixth oldest of the seven children.
