Thomas was born in 1838 at Lark Hill and his baptism took place on January 28th, 1838 at St John conducted by Curate Charles Wagstaff.

Thomas' father was Thomas WAUGH and his mother was Margaret RICHARDSON. His maternal grandparents were Thomas RICHARDSON and Margaret (Mary). He had a sister named Elizabeth. He was the younger of the two children. He had a half-brother named James. He died due to a medical problem, Hepititis, at the age of 37 on May 29th, 1875 in Gibraltar. His burial was in Gibraltar.
