Herbert was born in 1900 in Westhoughton.1   Herbert's father was James Mather and his mother was Mary Elizabeth Morris. He had four brothers and two sisters, named James, Fred, Thomas, Norman, Clara and Elizabeth.  He was the fourth oldest of the seven known children.
