Joseph was born in December 1857 in Bolton.1  Joseph's father was John Allen and his mother was Sarah Walkden.  His paternal grandparents were Joseph Allen and Sarah Carter. He had four brothers and a sister, named Richard, John, James, Robert and Sarah.  Joseph and James were twins. He had two half-sisters named Alice and Agnes.
