Billy was born in February 1937.  Billy's father is Frankie James Ward and his mother was Cynthia Estelle Ivey (Ward).  His maternal grandparents were George Washington Ivey and Jennie Victoria Brady (Ivey). He had a brother and six sisters, named Terry, Ruby, Bobbie, Willie, Joyce, Wanda and Betty.  He is the fourth youngest of the eight children.
