Arney was born in 1891.  Arney's father was Jacob Ivey Jr and her mother was Rachel Sarah Cudd (Ivey).  Her paternal grandparents were Jacob Ivey and Caroline Bush (Ivey). She had four brothers and a sister, named Marian, Maldy, John, Van and Cynthia.  She was the youngest of the six children. She had a half-brother and five half-sisters, named Ezra, Elise, Flossie, Jakie, Annie and Abby.
