His paternal grandparents were Gilbert 2nd Earl De Clare and Adeliza (Alice) de Clermont; his maternal grandparents were Ranulph III de Meschines 3rd Earl of Chester, Viscount Bayeux and Countess Lucia Taillebois Countess of Chester. He had four brothers and four sisters, named Gilbert , 2nd Earl of Hertford, Walter, Baldwin, Hervey, Rohesa, Adeliza (Alice), Margaret and Adles '. !2nd son. Succeeded his brother Gilbert, who d.s.p 1151, as 3rd Earl of Hertford and "Earl of Clare". In 1157 he obtained permission from the king to own all lands in Wales which he could win, marched into Caerdigan, and captured and fortified the castles there. Six years afterwards he was summoned by the celebrated Thomas a Becket, to Westminster, in order to do homage to this prelate for his castle of Tonebruge, which had been restored to his father, but, at the command of King Henry, he refused, alleging that, holding it by
military service, it belonged rather to the crown than to the Church. This earl, who, from his munificence to the church and his numerous acts of piety, was called the "good Earl of Hertford," d. 1173. [Magna Charta Barons, p. 87]

Richard's youngest son, Roger, who succeeded his father as earl in 1152, also campaigned in Wales and either built or reconditioned a number of strategic castles, including:
1. Castell Hywell: between Lampeter and Newcastle Emlyn; destroyed by the Welsh in 1136 and rebuilt in 1153.
2. Aberdyfi (Aberdovey)
3. Dineirth: a motte-and-bailey castle near Aberstwyth destroyed in 1308, some signs of masonry
