William M. was born in 1834 in Kentucky.1 William M.'s father was Matthew Skaggs and his mother is Mary Catherine Long. His paternal grandparents were Jeremiah Skaggs and Rebecca Mayse. He had two brothers and seven sisters, named Stephen M., Thomas, Harriet, Mary Ann, Letitia, Nancy, Louisa, Susan Ann and Elizabeth. He is the fifth oldest of the ten children.General Notes
