James Allen was born in January 1846 in Green, KY.1 James Allen's father was Stephen Skaggs and his mother was Elizabeth Elkin. His paternal grandfather was James Skaggs and his paternal grandmother is Nancy Mayse. He had a brother and three sisters, named Jefferson, Nancy Jane, Diadama and Mary A..
