Albert was born on June 13th, 1895.1 Albert's father was Holland Henry Skaggs and his mother is Rebecca Jane Thompson. His paternal grandfather was William Solomon Skaggs and his paternal grandmother is Emily Frances Hedgespeth. He had a brother named Henry Cleveland. He was the younger of the two children.
