James Maxwell was born on June 8th, 1797 in Bourbon Co.,KY. James Maxwell's father was William D. Blackburn and his mother was Elizabeth McClanahan. His paternal grandparents were John B. Blackburn and Nancy Maxwell. He had three brothers and four sisters, named John, Alexander, William Decatur, Anna, Eliza, Jane and Sarah. He was the oldest of the eight children.
