Jefferson Green Skaggs 
Jefferson Green was born on November 24th, 1837 in , Grayson, Kentucky, U.S.A..1 Jefferson Green's father was Isham Skaggs and his mother was Rachel Downs. His paternal grandparents were Martin B. Skaggs and Mary Or Polly Skaggs; his maternal grandparents were Richard Downs and Rachel. He had four brothers and seven sisters, named Anderson, Miles, Richard C., David Taylor, Martha E., Marietta, Katherine Or Kitty Ann, Malinda J., Lucretia, Ciral T. and Rachel. He was the third oldest of the twelve children. He died at the age of 76 on November 23rd, 1914 in Clarkson, Grayson, Kentucky, U.S.A.. He was buried on November 24th, 1914 in Little Flock Church Cemetery, (8 Miles S.E. Of Clarkson, Hwy 224) Grayson County, Kentucky.1 1 General Notes

"There seems to have been quite a bit of political skirmishing and maneuvering over the official name of this new Post Office at Millerstown. It was first established on May 27, 1880, as Skaggs, Kentucky, with Mr. Jefferson G. Skaggs serving as Postmaster. However, on May 3, 1882, the name was officially changed to Millerstown.
While he was still living, Mr. Wilbur K. Hawkins told this writer an amusing story of those days when Mr. Jefferson G. Skaggs was Postmaster- and the name of the town was in dispute:
When a wagon would come in from Uptonville with mail, it would take it to Mr.Skaggs' office, and the people of the town would line up for "mail-call". Mr. Skaggs would go through the letters, one by one, and read the names aloud. If a letter was addressed Mr. "So-n-so", Skaggs, Kentucky, he would hand it out to the recipient with a beaming smile; but if an envelope was addressed Millerstown, Kentucky, he would snarl, "No such office!"-and slam the mail into a waste basket.
