Eli was born on February 3rd, 1770 in , Montgomery Co., Virginia, USA.1 He died at the age of 63 in 1833 in , Knox Co., Tennessee, USA.1 General Notes

Tracy said that Eli is the son of James, Jr. SKAGGS born 1734. But in Deed Book 1, pg. 5, it says that "James Skaggs, Jr (Rev.), sells the 450 acres of land on Brush Creek (which he had inherited from his father, James, to his three sons, Henry, Stephen and James Skaggs for 100 pounds.
