George was born on October 4th, 1728 in NEW CASTLE CO., DELAWARE. George's father was Josiah PAYNE and his mother was Martha SHEPHARD. His paternal grandparents were Josiah PAYNE and Sarah WHITNEL; his maternal grandparents were Matthew SHEPHARD and Mary SHEPHARD. He was an only child.
