Charles was born in 1793 in Southampton, Southampton, Canada. Charles' father was Robert James PARKER and his mother was Providence MILLER. His paternal grandparents were Thomas Jr. PARKER and Amy JAMES. He had eight brothers and three sisters, named John, James, Joseph, Joshua, Robert, Soloman Ellis, Thomas B., William, Catherine, Hannah and Lydia Ann. He was the third oldest of the twelve children.
