Thomas C. was born on December 17th, 1771 in Cabell County,Virginia (now West Virginia). Thomas C.'s father was Edward Billups and his mother was Sarah Casey. His paternal grandparents were Joseph Billups and Margaret Lilly. He was an only child. He died at the age of 73 on July 3rd, 1845.-
