Samuel L. was born on October 13th, 1795 in Botetourt,Virginia. Samuel L.'s father was Edward Billups Jr. and his mother was Susannah Webster. His paternal grandparents were Edward Billups Sr. and Mary Norvell; his maternal grandparents were Samuel Webster and Susannah Bagby. He was an only child. He died at the age of 73 on April 1st, 1869 in Butler District,Wayne,West Virginia.-
