Bucur, known as Rel, was born in 1946 in Buzau and his christening took place there conducted by priest .¹ Rel's father was Petre (Petrica) Constantinescu and his mother was Constanta (Tanti) Eleonora Popovici (Constantinescu). His paternal grandparents were Bucur Constantinescu and Virginia Ionescu (Constantinescu). He had a brother and two sisters, named Constantinescu, Mariana and Ileana. He is the youngest of the four children.

Education Details
- Rel attended Institutul Politehnic Iasi-Facultatea de mecanica in Iasi full time from 1964 at Invatamant superior level in motoare termice. He passed examinations in 1969 and achieved a pass.

Occupation Details
- From 1969 Rel's occupation was inginer in motoare termice full time in manufacturing for Uzina "Tractorul", in Brasov. He retired in 2008.
