Barnett was born in 1840 in Stogursey Somerset.1   Barnett's father was Thomas  Webb and his mother was Mary Crane.  His paternal grandparents were William  Webbe and Susanna  Piles; his maternal grandparents were Isaac Crane and Joan Rowe.  He was the nineth of ten children.  He had five brothers and four sisters, named John , William, George , Thomas, Charles, Betsey, Dorah, Laura  and Mary.
