Frank was born in 1865 in Stogursey Somerset.1   Frank's father was John Harris and his mother was Laura  Webb.  His paternal grandparents were William Harris and Martha Burnett,Burnet; his maternal grandparents were Thomas  Webb and Mary Crane.  He was the fifth of ten children.  He had five brothers and four sisters, named Henry, Barnett, John, Thomas , John, Elizabeth, Emily, Kate and Alice .
