Stephen's father was Joseph Whittle and his mother was Grace Maughan. His paternal grandparents were James Whittle and Louisa J. Grundy; his maternal grandparents were John Maughan and Sarah Cain. He had a brother and seven sisters, named Joseph, Sarah, Mary, Elizabeth, Grace, Margaret, Laura and Jenny. He was the sixth oldest of the nine known children.
