Phoebe was born in 1845 in Bolton, Lancashire.  Phoebe's father was Thomas Flitcroft and her mother was Mary Ann Perrin.  She had two brothers and a sister, named Benjamin, Thomas and Susannah.  She was the second oldest of the four known children.
