William was born about September 13th, 1789 in Exford, Somerset and his baptism took place on September 13th, 1789 in Exford, Somerset, Parish Church.1  William's father was Silvester Williams and his mother was Mary Hooper.  His paternal grandparents were Amos Williams and Grace Johns; his maternal grandparents were Francis Hooper and Mary Shapcott.  He had a brother and two sisters, named Robert, Mary and Grace.  He was the oldest of the four known children.
