  Census records give Bristol as birthplace but parents were resident at Ilfracombe in 1881 census, suggesting birth registration is correct and census incorrect.

William's father was William Henry WINZER and his mother was Mary Georgiana Steer. His paternal grandparents were William WINZER and Mary Clogg; his maternal grandparents were Joseph Steer and Elizabeth Cousins. He had six brothers and three sisters, named Thomas, Frederick, Walter, George, Joseph, Arthur, Ella, Mary and Alice. He was the oldest of the ten children.
