Hugo was born on April 18th, 1938.  Hugo's father was Juan Paredes Vargas and his mother was Ofelia Zilvetti Juarez.  His paternal grandparents were Hurbano Paredes and Teodora Vargas; his maternal grandparents were David Zilveti Pinedo and Candelaria Juarez Guerra.  He is the seventh of eight children.  He had two brothers and five sisters, named Eduardo, Juan, Luz, Ruth, Lia, Estela and Sonia.

Their marriage ended in a divorce. They have a son and a daughter, named Cynthia Elisabeth and Hugo.
